Small is a 6'2" guard who had a spectacular four-year career playing for Hinton High School. Small averaged 24 points, six rebounds and six assists per contest while earning first team all-state and leading the Blackhawks to a 18-5 record his senior year. He is a three-time first team all-conference selection who is Hinton's all-time leading scorer with 1,875 points, and the all-time assists leader with 458.

This past season, Small played for Kirkwood Community College where he averaged five points and three rebounds per game. He was a member of the National Honor Society, graduated with highest honors, and while at Kirkwood, earned first team academic all-region honors. Small is the son of Joel and Sandy.

"Jay is a difference maker," commented Northwestern head coach Kris Korver. "He is a young man we have had our eye on since the fourth grade. Jay is an outstanding athlete and a tough hard-nosed competitor. Jay can shoot the ball, score in a variety of ways, and makes those around him better with his vision and passing ability.  We are thrilled Jay will be with us the next three seasons."
